How To Market Yourself to Employers in a Recession

The title of this article wasn’t chosen by accident.
What most job-seekers (during recessions and economic booms alike) don’t realize is that applying for jobs is a marketing problem. The best jobs aren’t won by filling your resume with cliches and business buzzwords, using a pretty Microsoft Word template, and jumping through the same tired human resources hoops as every other job seeker. Perry Marshall touches on some of the problems with this approach in his excellent report on using direct marketing techniques to land a new job. They include:
  • The best jobs aren’t publicly advertised. Rather, the jobs you see posted in newspapers and on Monster.com are the jobs insiders don’t want.
  • Applying for such jobs puts you at the back of a long line of job-seeking clones who look mostly or completely the same on paper. Furthermore, the line is set up in such a way that it’s very difficult to reach a real person at the company.
  • Any real person you do eventually reach is likely to be a human resources bureaucrat rather than someone with serious authority to hire you.
This process can be effective in a prosperous economy, when jobs are plentiful and the competition for them isn’t very intense. But it does not work during recessions. By definition, jobs are extremely scarce during recessions, meaning the competition for what few jobs exist is fierce. And if you try to get those jobs the same way you would during times of prosperity, you’re basically walking into a war zone unarmed.

It doesn’t have to be this way.
But if you want to get different results – that is, a well-paying job in a time of economic despair – you have to do something different. Rather than merely applying for jobs in the same cookie-cutter fashion as the rest of the herd, you need to market yourself (there’s the key word again) as a difference-maker. You need to create the impression that despite the current economic crisis, you need to be hired – like, yesterday. To do this effectively, however, you need to understand something about how corporate decision-makers think during recessions. Don’t skip past this part, because it’s critical to the tips that follow. A true grasp of this will separate you from the rest of the job-seeking herd almost instantly.

Employers still want and need to hire difference-makers.
Believe it or not, companies don’t all freeze up and stand still during recessions. While they are more reluctant and selective about whom and how many people they hire (because cash is low) companies still need top-notch employees to help them remain profitable and stay afloat. This is as true during recessions as it is during good times. In fact, it’s more important. Economic crises reveal a company’s employees for who they truly are. Those who produce demonstrable, bottom-line results for the company are distinguished from those who merely act the part and collect their weekly pay. And make no mistake – if you really, truly are a results-oriented difference maker, then companies want to hire you. They need you now more than ever. The challenge then becomes how to show them that you are such a person.

How to reach decision-makers
First and foremost, this is a matter of reaching out to the right people. The aforementioned human resources bureaucrats are not going to be of much help, especially during a recession when they are even more risk-averse than bureaucrats usually are. No, instead, you need to reach the senior-level decision makers. The people within a company who A) realize the need for results-oriented difference makers and B) have the power to hire them immediately. But how do you reach them? Surely you can’t just waltz into a company and ask to be taken to a vice-president’s office. Probably not. But what you can do is get their mailing addresses.
Just visit ZapData.com, the list service of business credit behemoth Dunn & Bradstreet. Once there, you can set up a free account and search within certain industries and locations – say, software development in Seattle. Then you just pay the fee and download a mailing list with the addresses of presidents, owners, or senior-level managers within that industry. Again, these are the people you want to reach, not HR guys. But once you have the names, what do you actually say to them?

Making your pitch
This is critical. Having the names of decision makers wont do you much good if all you do is send them the same watered-down, dime-a-dozen, MS Word-generated resumes as the classified ad crowd. Remember – these companies are experiencing the pains of a recession. They are cutting costs to the bone. The only way to get hired in such a climate is to market yourself as a results-oriented producer. This is in stark contrast to the types of people who do not get hired in recessions, whom Harvard MBA John T. Reed calls “external validation addicts.” According to Reed, “You can spot external validation addicts by the way they describe themselves in their resume or bio. If it is a list of appointments they have received from various committees, like military rank or plum positions like battalion commander in an airborne division, they are external validation addicts.”

This is absolutely relevant to our purposes here. If your resume reads like this, you’re in trouble. You might have served on every committee your former employer ever created, but guess what? The company you’re applying to now is losing money hand over fist, and committees are just another drain on the budget. They want people who can cut costs, increase sales, or both. In short, they want people who are results-oriented. Reed goes on to describe what the resumes of those people look like:

Those of us who think you can shove your external validation have different self-descriptions.
Ours involve straight-commission jobs and marks like top producer; successful entrepreneurial activities; successful coaching in sports; books and articles written (“Getting published” is external validation. I published almost all my books and articles myself.); marks set in athletic competition; net worth; income; discoveries made; inventions patented; and so forth.”

The more of these things your resume contains, the better your chances of being hired in a recession.
Another key to accentuating your results-oriented workplace credentials is to use specificity. Too many job applicants rely on laudatory adjectives and buzzwords to communicate their strengths. Don’t do that. Whenever possible, quantify what you have done or could do if hired. For example:
Don’t say “achieved phenomenal growth in the produce department.” Instead, say, “Grew sales in the produce department 15% during the slowest quarter of the year, during a hiring freeze, with no additional support or resources from management.” Even if some of your achievements appear to be committee/popularity oriented, don’t name them as such. Instead, try to unearth the objective reasons why you achieved those things. For example, don’t say “won Manager of the Year award in 2007.” Instead, say “cut operaing costs by 20% while at the same time increasing after-tax profits more than any other store in the tri-state area.”

It’s all about results
These statements identify you as a difference maker, someone who could step in, take the reigns of a department, and deliver immediate, bottom-line results if hired. And do you know what the best part of this approach is? You don’t need to have a mile-long list of college degrees, awards, or sparkling credentials. The dirty little secret about hiring (and ultimately, life) is that credentials are not the most important thing in the world. As Paul Graham points out, “What [credentials] are, functionally, is a way of predicting performance. If you could measure actual performance, you wouldn’t need them.”

“Actual performance” are the key words.
Think of what we’ve been saying throughout this article: results-oriented. Difference-maker. Bottom line. Actual performance. In a recession economy, these things are all employers care about. Everything else is secondary – in fact, lower than that. They really don’t matter at all. If you can market yourself to corporate decision makers as someone who can bring these critical ingredients to the table, you will always be employed – during good times and bad.

Number of Vacancies: The Department of State maintains a rank-order list of eligible candidates to fill entry-level Foreign Service General Services Officer vacancies. The specific number to be hired depends on the needs of the Foreign Service.

Area of Consideration: All Sources. Applicants must be U. S. citizens between the ages of 21 and 59, able to qualify for a top secret security clearance, and available to serve world-wide.

Location: Initial assignment will be to the Department of State in Washington, DC, for orientation and training, generally followed by an overseas assignment of two years. DESCRIPTION OF DUTIES AND RESPONSIBILITIES

Foreign Service General Services Officers (GSOs) serve at many of the approximately 265 Foreign Service posts throughout the world, at Department of State locations in the Washington, D.C., metropolitan area, in New York at the United States Mission to the United Nations, and at the Florida Regional Center in Ft. Lauderdale. Primary responsibilities include the management of physical resources and logistical functions at United States embassies and consulates, and service to other U.S. Government agencies. GSOs are responsible for the overall management of General Services Operations (or some portion of these operations), the supervision of the subordinate staff, and the actual performance of some or all of the following functions. The GSO normally works under the direction of the Management Officer/Counselor and is a service provider to the International Cooperative Administrative Support Services (ICASS) Council at post.

GSOs are responsible for:

Contracting – manages contracts, develops acquisition documents, coordinates contracting at post, and coordinates contracting with the State Department in Washington.


Procurement & supply, including warehouse management – monitors support services standards, identifies procurement support needs, prepares budgets, manages procurement of supplies, manages procurement of documents, determines warehousing needs, procures and manages warehouse space, ensures warehouse security, and manages freight handling.


Property & space management – develops property requirements, manages property utilization policies, coordinates property with others, accounts for properties, and manages maintenance.


Travel & transportation – manages travel and transportation, serves as transportation liaison, and manages motor pool.


Customs & clearances – obtains clearances, informs others about import-export regulations, and serves as customs liaison.


Supervision of staff – supervises American direct hire personnel, manages locally employed staff, encourages staff training, and ensures equal employment.


Waste, fraud, & mismanagement program – maintains internal controls, and manages purchase cards for acquisitions and for official travel.

A CAREER IN THE FOREIGN SERVICE

General Services Officers serve at U.S. embassies and consulates worldwide. Candidates must agree not only to serve at any U.S. diplomatic or consulate post abroad, but also at the Department of State in Washington, D.C., in New York at the United States Mission to the United Nations, and at the Florida Regional Service Center in Ft. Lauderdale, according to the needs of the Foreign Service. A career in the Foreign Service involves uncommon commitments and frequent hardships, as well as unique rewards and opportunities. As a member of a diplomatic team, you will help to accomplish the mission of the Department of State and also be a representative of your country to the people of other nations. A decision to enter this career must involve unusual motivation and a firm dedication to public service.

Upon entry into the Foreign Service, and after completion of formal training, usually in the Washington, D.C., area, General Services Officers will normally be assigned overseas. Both the first and second overseas assignments, which are directed, will be two years in length. Subsequent assignments will be made through an open process based on the needs of the Foreign Service, career development requirements and individual preferences, and will normally be either two or three years in length.

Many overseas posts are in small or remote countries where harsh climates, health hazards, and other discomforts exist and where American-style amenities frequently are unavailable. Personal security frequently becomes an area of concern, particularly in countries where there is political unrest or terrorist activity. Family members are not permitted at an increasing number of posts. However, careers in the Foreign Service offer special rewards, including the pride and satisfaction of representing the United States and protecting U.S. interests abroad.

INITIAL SALARY AND SALARY, INCREASES AND TENURE

Newly hired General Services Officer career candidates are assigned at the FP-04 level. Specific step (or salary) within that level will be determined at the time a firm offer of employment is made. Steps may be awarded based on such factors as the level of graduate education and directly related specialized experience.

Current Federal Civil Service employees (or former employees) will also be assigned at the FP-04 level. Specific step (or salary) within the FP-04 level will be set at the nearest possible salary rate of the current (or previous) grade, provided the work performed is relevant to general services activities.


COMPETITIVE PROMOTION AND WITHIN-GRADE INCREASES

General Services Officer career candidates are eligible to compete for promotion to FP-03 in line with Department of State policies. Subsequent promotions are also competitive. The highest possible competitive promotion is to grade FE-OC. Due to the limited number of yearly promotion opportunities, promotion panels select promotees based on published criteria and quality of performance. Performance is evaluated annually, in writing, by the supervisor.

In general, Foreign Service employees with documented satisfactory performance are eligible to receive a within-grade step increase annually up through step 10 and biannually from step 10 through 14.


TENURE

General Services Officer career candidates are considered for tenure (career status) after they have acquired a minimum of two years experience in the Foreign Service. A Tenuring Board determines suitability based on a number of factors. If tenure is not granted during the first review, a second review will be made one year later. Failure to achieve tenure in the prescribed time frame of four years is grounds for separation.


GENERAL AND SPECIALIZED EXPERIENCE REQUIREMENTS

Applicants for the position of General Services Officer must have a minimum of six years of experience in the last 10 years, broken down as follows:

General Experience – three years
Specialized Experience – three years

GENERAL EXPERIENCE

General experience must demonstrate that the applicant has worked at the professional, technical or administrative level and that the work has been progressively more responsible in nature. General experience includes obtaining and providing a variety of services to an organization, managing a multifaceted operation and supervising a multidisciplinary workforce or other similar work.


SPECIALIZED EXPERIENCE

Specialized experience is professional work which demonstrates that the applicant has acquired and is able to apply specific knowledge, skills and abilities appropriate to a Foreign Service General Services Officer position. Examples are:

Responsibility for scheduling large shipments of domestic or overseas freight and managing customs clearances.
Experience in negotiating contracts.
Experience in procurement practices and procedures.
Supervision of inventory of supplies and equipment.
Supervision of contractual services for utilities and equipment.
Experience in negotiating for the purchase and leasing of real property.
Supervision of maintenance, repair and services of office and residential buildings.
Supervision of motor pool operations, including management and servicing of vehicles.
Experience in managing a pool of housing, developing space assignments and maintaining individual units.
Experience in managing an employee travel program encompassing a wide variety of types of travel and destinations.
All such experience must have been of a progressively responsible nature in the general services specialty. This experience must include three or more of the ten general services areas listed above and must have been gained within the last ten (10) years. Experience working and/or living in a multicultural environment is desirable.


SUBSTITUTION OF EDUCATION FOR EXPERIENCE

Applicants may substitute educational achievements for general and specialized experience according to the following formula:

Study successfully completed above the high school level may be substituted for some or all of the required three years of general experience. A full-time academic year would substitute for nine months of experience, up to the maximum of a bachelor’s degree from an accredited college or university in such fields as public administration, business administration, industrial engineering or industrial management. A bachelor’s degree in the above-mentioned fields only could therefore be substituted for the required three years general experience.


Graduate courses in such fields as public administration, business administration, industrial engineering or industrial management may be given some credit for specialized experience as follows: one full year of study may substitute for six months experience; a master’s degree may substitute for one year of experience.


Education completed in foreign colleges or universities may be used to meet Federal job requirements for this position if the applicant can show that foreign education is comparable to education received in the United States. Ten Ways to Use LinkedIn to Find a Job

Searching for a job can suck if you constrain yourself to the typical tools such as online jobs boards, trade publications, CraigsList, and networking with only your close friends. In these kinds of times, you need to use all the weapons that you can, and one that many people don’t—or at least don’t use to the fullest extent, is LinkedIn.

LinkedIn has over thirty-five million members in over 140 industries. Most of them are adults, employed, and not looking to post something on your Wall or date you. Executives from all the Fortune 500 companies are on LinkedIn. Most have disclosed what they do, where they work now, and where they’ve worked in the past. Talk about a target-rich environment, and the service is free.

Here are ten tips to help use LinkedIn to find a job. If you know someone who’s looking for a job, forward them these tips along with an invitation to connect on LinkedIn. Before trying these tips, make sure you’ve filled out your profile and added at least twenty connections

1. Get the word out. Tell your network that you’re looking for a new position because a job search these days requires the “law of big numbers” There is no stigma that you’re looking right now, so the more people who know you’re looking, the more likely you’ll find a job. Recently, LinkedIn added “status updates” which you can use to let your network know about your newly emancipated status.
 
2. Get LinkedIn recommendations from your colleagues. A strong recommendation from your manager highlights your strengths and shows that you were a valued employee. This is especially helpful if you were recently laid off, and there is no better time to ask for this than when your manager is feeling bad because she laid you off. If you were a manager yourself, recommendations from your employees can also highlight leadership qualities.

3. Find out where people with your backgrounds are working. Find companies that employ people like you by doing an advanced search for people in your area who have your skills. For example, if you’re a web developer in Seattle, search profiles in your zip code using keywords with your skills (for example, JavaScript, XHTML, Ruby on Rails) to see which companies employ people like you.


4. Find out where people at a company came from. LinkedIn “Company Profiles” show the career path of people before they began work there. This is very useful data to figure out what a company is looking for in new hires. For example, Microsoft employees worked at Hewlett-Packard and Oracle.

5. Find out where people from a company go next. LinkedIn’s “Company Profiles” also tell you where people go after leaving the company. You can use this to track where people go after leaving your company as well as employees of other companies in your sector. (You could make the case that this feature also enables to figure out which companies to avoid, but I digress.)


6. Check if a company is still hiring. Company pages on LinkedIn include a section called “New Hires” that lists people who have recently joined the company. If you have real chutzpah, you can ask these new hires how they got their new job. At the very least you can examine their backgrounds to surmise what made them attractive to the new employer.


7. Get to the hiring manager. LinkedIn’s job search engine allows you to search for any kind of job you want. However, when you view the results, pay close attention to the ones that you’re no more than two degrees away from. This means that you know someone who knows the person that posted the job—it can’t get much better than that. (Power tip: two degrees is about the limit for getting to hiring managers. I never help friends of friends of friends.) Another way to find companies that you have ties to is by looking at the “Companies in Your Network” section on LinkedIn’s Job Search page.


8. Get to the right HR person. The best case is getting to the hiring manager via someone who knows him, but if that isn’t possible you can still use LinkedIn to find someone inside the company to walk your resume to the hiring manager or HR department. When someone receives a resume from a coworker even if she doesn’t know the coworker, she almost always pays attention to it.


9. Find out the secret job requirements. Job listings rarely spell out entirely or exactly what a hiring manager is seeking. Find a connection at the company who can get the inside scoop on what really matters for the job. You can do this by searching for the company name; the results will show you who in your network connects you to the company. If you don’t have an inside connection, look at profiles of the people who work at the company to get an idea of their backgrounds and important skills.

10. Find startups to join. Maybe this recession is God telling you it’s time to try a startup. But great startups are hard to find. Play around with LinkedIn’s advanced search engine using “startup” or “stealth” in the keyword or company field. You can also narrow by industry (for example, startups in the Web 2.0, wireless, or biotech sectors). If large companies can’t offer “job security,” open up your search to include startups.

11. Build your network before you need it. As a last tip, no matter how the economy or your career is doing, having a strong network is a good form of job security. Don’t wait until times are tough to nurture your network. The key to networking (or “schmozing”), however, is filled with counter-intuitiveness. First, it’s not who you know—it’s who knows of you. Second, Great schmoozers are not thinking “What can this person do for me?” To the contrary, they are thinking, “What can I do for this person?” For more on schmoozing, read “The Art of Schmoozing.”
